QuickBooks Error 3371: How to Actually Fix It (Status Code 11118)

If you landed here, you're probably staring at this:

QuickBooks Error 3371, Status Code 11118: Could not initialize license properties.

You didn't change anything. QuickBooks just stopped working. It happens after Windows updates, after moving to a new machine, or seemingly at random. Here's how to fix it.

What Causes Error 3371

QuickBooks stores its license data in an encrypted file called EntitlementDataStore.ecml. When this file gets corrupted — which happens after OS updates, hardware changes, or sometimes just a bad shutdown — QuickBooks can't read its own license and throws 3371.

The fix is deleting that file and letting QuickBooks recreate it from Intuit's servers. It sounds scarier than it is. You won't lose your company data.


Fix 1: Delete the EntitlementDataStore.ecml File (Works in Most Cases)

This resolves the error in the majority of cases.

On Windows:

  1. Close QuickBooks completely (check Task Manager to make sure QBW32.exe isn't running)
  2. Open File Explorer and navigate to:
    C:\ProgramData\Intuit\Entitlement Client\v8
    

    If you don't see ProgramData, it's hidden. In File Explorer, go to View → Show → Hidden items.

  3. Delete the file named EntitlementDataStore.ecml
  4. Reopen QuickBooks and re-enter your license number when prompted

On Mac:

  1. Quit QuickBooks
  2. Open Finder, press Cmd + Shift + G, and go to:
    /Library/Application Support/Intuit/QuickBooks [year]/
    
  3. Delete the EntitlementDataStore.ecml file
  4. Reopen QuickBooks and re-register

You'll need your QuickBooks license key. If you don't have it handy, log into your account at quickbooks.intuit.com to find it before deleting the file.


Fix 2: Run QuickBooks Install Diagnostic Tool (Windows)

If Fix 1 didn't work, the problem may be with the QuickBooks installation itself.

  1. Download the QuickBooks Tool Hub from Intuit's support page
  2. Open Tool Hub and click Installation Issues
  3. Select QuickBooks Install Diagnostic Tool and let it run (takes 20–30 minutes)
  4. Restart your computer and open QuickBooks

Fix 3: Reinstall Using Clean Install Tool (Windows)

If both fixes above failed:

  1. From QuickBooks Tool Hub, go to Installation IssuesClean Install Tool
  2. Follow the prompts — it uninstalls QuickBooks and removes leftover files
  3. Reinstall QuickBooks from your original installer or from quickbooks.intuit.com
  4. Re-enter your license key

A clean install takes longer but resolves issues caused by corrupted installation files that the diagnostic tool can't reach.


Fix 4: Check User Permissions (Less Common)

If you're on a company network or a machine managed by IT, QuickBooks may not have permission to write to the ProgramData folder.

  1. Right-click the Entitlement Client folder → Properties → Security
  2. Make sure your Windows user has Full control
  3. If not, ask your IT admin to grant it, then repeat Fix 1

Still Stuck?

A few other things worth checking:

  • Antivirus blocking QuickBooks: Some AV software flags the license file as suspicious. Temporarily disable your antivirus, try Fix 1, then re-enable it.
  • Wrong version of QuickBooks: If you upgraded your OS recently and are running an older QuickBooks version, it may not be compatible. Check Intuit's system requirements for your version.
  • Multiple QuickBooks versions installed: If you have both QuickBooks 2021 and 2023 on the same machine, they can conflict. Uninstall the version you don't use.

Prevention Going Forward

Error 3371 tends to come back if you don't address what triggered it. A few habits that help:

  • Always close QuickBooks properly before shutting down Windows (don't just kill the power)
  • Before a major Windows update, close QuickBooks and note your license key location
  • Back up your company files to an external drive or cloud storage regularly — not just the QuickBooks backup, but the full .QBW file
